By his latest recognition as the country’s Protocol Man of the Year at the 13th International Protocol Officers Conference, Workshop and Awards (IPOC 2026) organised by the Centre for Protocol Profession Development (CPPD) and the Council of Protocol Professionals (CIPP), Michael Achimugu has earned another distinction that highlights the importance of professionalism, effective communication and stakeholder engagement in Nigeria’s aviation industry.

The latest award won by the Director of Public Affairs and Consumer Protection at the Nigeria Civil Aviation Authority (NCAA), is more than a personal achievement. It is an encouraging endorsement of the work being done to strengthen the Authority’s public communication, consumer protection advocacy and engagement with stakeholders across the Nigerian aviation sector.

The recognition, which celebrates contributions to professionalism and effective protocol management, adds another distinction to Achimugu’s record of recognition at NIGAV centre and reinforces the value of his work at the intersection of public affairs, institutional relations and aviation consumer protection.

Although the award is personal to Achimugu, its significance extends to the NCAA and the wider aviation industry. In a sector where public confidence, regulatory compliance and constructive relationships among stakeholders are essential to effective operations, the quality of communication and professionalism demonstrated by public officials can make a meaningful difference.

For the NCAA, Achimugu’s latest award provides an opportunity to highlight the strategic importance of its Public Affairs and Consumer Protection directorate. The unit occupies a critical position in communicating the Authority’s policies, explaining regulatory decisions and ensuring that passengers are better informed about their rights and obligations.

Aviation is a complex and highly interconnected industry involving regulators, airlines, airport operators, ground handlers, government agencies and the travelling public.

Maintaining effective relationships among these groups requires more than formal announcements and regulatory directives. It calls for clear communication, timely information, professional engagement and an appreciation of the concerns of different stakeholders.

This is particularly important when passengers experience flight delays, cancellations, refund difficulties, baggage problems or other service-related disputes. In such circumstances, effective public communication can help passengers understand the applicable procedures, clarify the responsibilities of airlines and provide information on the appropriate channels for seeking redress.

Achimugu’s responsibilities therefore go beyond speaking for the Authority. They include helping to bridge the information gap between the regulator, aviation service providers and consumers, while promoting awareness of the standards and obligations that underpin a more accountable aviation system.

His recognition as Protocol Man of the Year is relevant in this context because protocol, at its best, is not merely about ceremony or the observance of official procedures. It also involves professionalism, respect, coordination and the management of relationships in ways that enable institutions to function effectively.

These qualities are valuable to an aviation regulator whose decisions and policies affect millions of travellers and numerous organisations.

Achimugu’s latest honour also brings renewed attention to his previous awards and recognitions at NIGAV. Viewed alongside those earlier distinctions, the Protocol Man of the Year award at IPOC 2026 adds to a pattern of recognition for his professional contributions.

His latest award is particularly noteworthy because it places emphasis on protocol management and professionalism, qualities that complement his responsibilities in public affairs and consumer protection.

However, the significance of successive recognitions should not be measured solely by the number of awards received.

Their greater value lies in the extent to which they encourage sustained commitment to institutional service, professional development and improved outcomes for the people and organisations an official serves.

For Achimugu, the challenge is to ensure that the recognition translates into even stronger public engagement, more effective consumer education and better communication between the NCAA and the travelling public.

The latest honour provides a timely opportunity to situate his growing recognition within the broader contribution of public communication professionals to Nigeria and particularly the aviation administration.

It is fitting to note that in his reaction to the award, Achimugu expressed appreciation to the organisers for considering him worthy of the honour and acknowledged the support of the Minister of Aviation and Aerospace Development, Mr. Festus Keyamo (SAN) whom he credited with providing the platform to contribute to the industry saying: “I am flattered to be considered worthy of such an award. I will always appreciate my Honourable Minister, Festus Keyamo SAN, for giving me the platform to add value to the aviation industry.”

His recognition of the overwhelming support of the NCAA Director-General, Captain Chris Najomo noting that it had enabled him to discharge his responsibilities: “I also appreciate my DGCA, Capt. Chris Najomo, for his support which allowed me to do my job” reflect an important reality of public service: individual achievements are often made possible by institutional leadership, cooperation and the collective efforts of colleagues.

His representative at the award ceremony Mrs. Ekeh Okam, the Assistant General Manager, Education and Awareness Unit, also points to the team-based nature of consumer protection. Educating passengers, communicating regulatory requirements and responding to public concerns require coordinated efforts across functions and personnel.

Achimugu indeed acknowledged the collective responsibility, expressing hope that the hard work of his team was making a positive difference to Nigeria and the aviation industry. “It is my hope that Nigeria, and the entire industry, is benefitting from the hard work that my team and I are putting in, day and night, to ensure the protection of all stakeholders,” he said.

His declaration that “We will continue to do our best until our best is good enough.” underscores the importance of viewing the award not as a conclusion but as an encouragement to continue working towards improved service, effective communication and stronger consumer protection.

It was also fitting that such award was presented at a gathering of more than 150 participants from government institutions, diplomatic missions, non-governmental organisations and private-sector organisations.

For the NCAA, the recognition offers positive visibility for the Authority’s public affairs and consumer protection functions. It also reinforces the importance of having professionals who understand that effective regulation must be accompanied by clear communication and meaningful engagement with those affected by regulatory decisions.

For passengers, the practical test of consumer protection remains whether they can access reliable information, understand their rights, know the responsibilities of service providers and identify the appropriate procedures for resolving complaints.

For airlines and other aviation operators, constructive engagement with the regulator can support a clearer understanding of regulatory expectations and consumer obligations, helping to promote accountability across the industry.

The award does not, by itself, resolve the challenges facing aviation consumers. Rather, it recognises a professional contribution within the wider institutional effort required to address those challenges. Sustained improvements will depend on continued collaboration, effective enforcement of applicable regulations, consumer education and responsive complaint-handling mechanisms.

Nevertheless, recognising professionals who contribute to these objectives can help reinforce the standards expected of public institutions and encourage continued commitment to service.

Achimugu’s emergence as Protocol Man of the Year at IPOC 2026 is a welcome addition to his professional record and a positive development for the NCAA. Together with his previous recognitions at NIGAV, the latest award places renewed emphasis on the role of professionalism, communication and stakeholder relations in aviation administration.

Ultimately, the real value of the award will be reflected in the continued effectiveness of the NCAA’s public communication, the reach of its consumer education initiatives and the quality of engagement between the Authority, aviation operators and passengers.

As Nigeria’s aviation industry continues to pursue improved service delivery, stronger accountability and greater public confidence, professionals who help connect regulation with public understanding remain indispensable.

Achimugu’s latest award is therefore more than a personal milestone. It is a timely reminder that professionalism and effective stakeholder engagement are valuable assets to the NCAA and the Nigerian aviation industry—and that recognition is most meaningful when it inspires even greater commitment to public service.

It is indeed an honour with wider significance. Congratulations, Nigeria is proud of you.
