The Nigerian Safety Investigation Bureau (NSIB) has set out priorities for the second half of 2026 with full implementation of new Condition of Service being the first on the agenda.
The Bureau said it is also planning to track implementation of safety recommendations in its reports, for airlines and agencies as parts of efforts to enhance safety.
Speaking during a virtual chat with aviation media on Friday on its activities in first half of the year, Capt. Alex Badeh Jr. said the bureau is poised to ensure full implementation of the CoS as it also plans to deepen technical capacity in rail and maritime investigation through the partnerships already established.
NSIB had some months ago, unveiled its newly approved Staff Conditions of Service in Abuja following approval by the Office of the Head of the Civil Service of the Federation.
The DG described the document as a framework defining staff rights, responsibilities and professional expectations.
Major elements in the document include rereplacement of Annual Performance Evaluation (APER) with a Performance Management System; Monthly performance engagements; Quarterly assessments; Written assessments; Performance Improvement Plans where required; Defined pathways for appointment and promotion; Structured training and career development; Revised welfare provisions and Medical services and leave entitlements.
Others are allowances, loans and staff benefits; Recognition and rewards for strong performance and Clearer disciplinary procedures.
The DG, who disclosed that the the CoS was developed with input from relevant aviation sector unions, including National Union of Air Transport Employees, National Association of Aircraft Pilot and Engineers and Air Transport Services Senior Association of Nigeria, said it also plans support the finalisation and transmission of the amendments to the NSIB Establishment Act and complete the development of inter-agency Standard Operating Procedures (SOPs) and formal agreements under the Office of the National Security Adviser (ONSA) framework.
“We plan to progress the seven ongoing investigations to conclusion and release the corresponding reports; deepen technical capacity in rail and maritime investigation through the partnerships already established; we hope to fully implement the new Conditions of Service and Performance Management System; and continue to strengthen family assistance protocols and public”.
Already, the NSIB had released three final reports including: Azman Air 5N-SYS; Caverton Helicopters 5N-SHE and Dornier Aviation Nigeria 5N-BUN during the first half of the year.
It also released to the public, four preliminary reports on Arik Air 5N-MJF; Flybird 5N-ISB Max Air 5N-MBD and Skypower Express 5N-ASR.
It however, issues an interim statement on Max Air 5N-MBD in June 2026.
Meanwhile, Capt. Badeh Jr. said plans are underway to establish a safety recommendations monitoring office within the Bureau, to monitor progress in implementation of safety recommendations in its reports.
